The Obama administration’s attempts to reach agreement with China on regulating greenhouse gas emissions in the future have produced little progress despite the administration’s promises.

Last week, the Obama administration’s Environmental Protection Agency (EPA) released a draft rule proposing to expand the definition of greenhouse gases to the point where it could include things previously defined as less than 1.5 percent of the atmosphere’s entire emissions – such as salt, smoke or methane – in a bid to curb climate change.[i]

The EPA’s proposed rule on greenhouse pollution, titled “Climate Change and Health Solutions: Enhancing EPA’s Powers to Protect Health and the Environment,” proposes to expand that list of “pollutants” by including even non-carbon dioxide emissions. The new proposed rule will not apply to existing emissions inventories maintained by the Environmental Protection Agency, a move that could undermine the agency’s ability to keep tabs on these greenhouse gases and provide more transparency in determining how much greenhouse gasses are being released into the atmosphere.
