The National Council for Pet Safety (NCPS) supports the National Association for Pet Dog Trainers (NASDT) as the national home dog walker and dog walker qualification organization. NCPS does not make dog walkers or dog walkers licensing. It is up to the dog walkers and dog walkers licensing the dog walkers. However, NCPD has been working with the Association of Certified Home Dog Walkers and the National Association for Pet Dog Walkers to come up with the National Dog Walkers and Dog Walkers Program for Dog Lovers (NDWPD) that is now in place nationwide (see www.ncps.org for more information on dogs, walkers and licensing). We also support the American Kennel Club Dog Walkers and Dog Trainers’ Council for their dog walker and dog walker certification to assist dog walkers in being certified at an early age.

What is the “no-walk law”?

For dog walkers with a valid dog license, it is unlawful for a dog walker to:

Not have a valid permit for dog parking unless such dog is in a kennel licensed for the dog owner in good standing there; or For any member of such dog walker’s household to park the dog in a kennel that is not in good standing; or For any member of the walker’s household to park the dog in a kennel that is not licensed by the United States and have the dog do exercise a walking routine while the dog walks; or For any member of the walker’s household to park the dog in a kennel without a valid permit or registration card, dog license or liability insurance card in compliance with NRS 484A.350, unless the permit is registered under section 28-1402, or unless the dog is properly licensed.

Can I carry my dog on a street for the “walk” without a permit?

Yes. It is your right under the “no-walk law” to bring your dog on a street for a “walk,” as long as:

The dog is properly licensed; and The dogs are accompanied by a responsible dog walker, with proper tags, tags that meet the law and insurance, and tags not showing wear or damage and those showing the same as the tags on the dog’s owner; or With a proper permit, the dog does not leave the premises until the walker leaves and the dog returns by 4 pm. each weekday.
